I once worked for the Treasury Dept, and although we were furloughed during a shutdown, the IRS never "sleeps" and WILL issue refunds (albeit a tad later than usual due to a trimmed down staff. Oh, and they also EXPECT the money you might OWE them to be mailed timely.
