JG Needs Headline Help

Why can't the Journal Gazette write a coherent headline? 

The Maven knows it's not as egregious as the legendary Bandidos/Cockroach headline of 
many years ago, but come on....

While the actual news story comes from the Associated Press, the headline is written, in-house, at the Journal Gazette.
